Water activity

Water activity describes how much water in a formula is available for microorganisms and chemical processes, rather than how much total water the ingredient list contains.

The short answer
Water activity tells formulators how much water in a product is available for microorganisms and chemical processes.
It is not the same as total water content. Two creams can both list Aqua first and still have different water activity because the rest of their formulas bind and organise water differently.
Why the distinction matters
Bacteria, yeast, and mould need suitable available water to grow. Lowering that availability can make growth harder.
A cosmetic formulation study[1] found that the type and concentration of humectants influenced water activity, and that lower water activity improved preservation performance in tested creams.
This does not mean glycerin makes every product self-preserving. It means the whole formula matters.
Water activity can be influenced by:
- humectants
- salts and other dissolved ingredients
- pH
- the balance of water and oils
- packaging and expected use
- the preservation system
ISO 29621 includes water activity in the risk assessment used to identify some microbiologically low-risk cosmetics[2]. Low risk is not the same as sterile, and it is not something shoppers can determine from an ingredient list.
What the label cannot tell you
Seeing Aqua first tells you water is present in the largest listed proportion before the one-percent boundary rules complicate ingredient order. It does not show:
- the measured water activity
- the preservative challenge-test result
- how packaging changes exposure
- how the product behaves after months of use
That work belongs to formulators and manufacturers.

Water activity is useful because it replaces a simple myth with better science. Water is not filler, and a waterless product is not automatically safer.
You do not need to calculate aw in the bathroom. Choose a properly made product, close the cap, use clean hands, and replace it when the label or meaningful changes say its time is up.
